Developing Monitoring and Evaluation Framework for Montenegro’s National Adaptation Plan, (UNDP Montenegro): 2024 - Present

Adapt40 is working with UNDP Montenegro on the development of a monitoring and evaluation framework to support the National Adaptation Planning process. The team are collaborating with representatives across the Government of Montenegro to develop a context-specific institutional structure for Monitoring and Evaluation, identifying existing and relevant datasets for adaptation and assessing current and future capacities for monitoring. The work will result in a clear overarching framework with a shortlist of up to 20 core indicators, each developed into a "passport" which details the methodology for data collection, responsibilities, baseline and benchmarks. Adapt40's approach to Monitoring and Evaluation of the National Adaptation Plan is based on best practice examples and sets a realistic foundation for Montenegro to effectively measure the impact of adaptation measures while paving the way to improve future capacities and develop a full Monitoring and Evaluation System for adaptation.
